What: 2025 CD4 Republican Convention

When: Saturday, April 5th, 2025. Registration begins at 9 am and may close at 11 am, Convention Starts at 10 am

Where: Advent Lutheran Church 3000 Hamline Ave, Roseville MN 55113 Map

*Cost: $30 (cash or check) at the door for Delegates or Alternates; $10 for Guests.

*At the time of the posting the pre-registration cost of $25 deadline has already passed by.


Convention Purpose

• Election of the Fourth Congressional District Executive Committee (each serving two year terms):
• Chair, Deputy Chair, Secretary, State Executive Vice Chair and up to (8) Vice Chairs
• Consideration of changes to the CD4 Constitution
• Transacting such other business as may properly come before this convention


A light lunch of fruit and a 1/2 sandwich will be available.

CD4 Executive Officer Positions

There will probably be people who will want to nominate people from the floor and a discussion on this. In the recent history they can’t fill all their Vice Chair positions because CD4 GOP has been run by some very inept people and going to monthly meetings just to have meetings can be really counterproductive.

I’ve heard from some of the candidates that they were not able to get a CD4 Delegate & Alternate list from CD4 nor from the State Party so one has to wonder if there is a slate of more inept people running for office. Slates usually have a couple of placeholders in them because the leader of the slate can’t find enough people so they find a few people who will just hold the office but not doing anything. The Vice Chair who does the “Expensive Stick” of a website must be one of those Placeholders.  I think they spent about $800 on a Buzz360 website which many will say is necessary because they get all sorts of State Party licensed apps with it. This sounds like some unethical steering by someone at HQ who is tied to the Schneegans who own and operate Buzz360. The hosting fees on this WordPress site is about $8 per URL/month. I’ve been castigated for using WordPress by the inept people who have run CD4 the last 4 years and yet I have a functional website with information that I keep fresh on it.

I’ve been targeted by those inept people in the past but I’ve actually received compliments by some of the former inept people who ran CD4 but have moved to Western Wisconsin. Apparently their presence in Wisconsin hasn’t help Republican efforts recently in their State Supreme Court Election.

Why do Republicans who live in St Paul Have a Convention Outside of the City?

The Real inept Effort at the CD4 Convention is what comes after it. Imagine you’re a Delegate to CD4 from the East Side of St Paul. You get up early and get out to the convention at 9 am and sign in. You find where your local party unit is sitting. Then you have to sit through what might be a quick convention if intelligent people were running it. Instead you’ll get a good dose of rancor to go along with your boredom. After 4 or maybe 5 hours of sitting in an uncomfortable pew (at church it’s only for an hour) at the Advent Lutheran Church Sanctuary. You get up and stretch and then find out you have to stay for a St Paul City Committee Convention in Roseville Minnesota.

Why are they meeting there? That convention was called by 2 people who don’t live in St Paul. The termed out CD4 Chair Michelle Manke called it with Mikki Murray who used to live in St Paul until late last summer. They only have 1 Officer in the organization.

The answer is a very long story that involves CD4 Leadership run by Jim Carson, Bev Aplikowski & Pat Anderson forced a Constitution Change in 2014 on the old SPRCC largely because Jim & Bev didn’t like the leadership who had been elected by a citywide caucus in 2013. They essentially did an “Ottertail” to the SPRCC and the state party chair, a crony of the last State Party Chair David Hann, Keith Downey didn’t care that Jim & Bev were violating the State Party Constitution, the MN & the US Constitutions. Why? Those in the City Committee didn’t consent to the change. That’s how the government of our country, state, county, city and organization operates–at the consent of the governed. This change in leadership accompanied a barring of any of the caucus elected leaders of 2013 to running for the new positions Jim & Bev created. They even created a Constitution without the City Committee’s Constitution Committee because they weren’t going fast enough for the Destructive Duo. Then they installed a puppet who did nothing the entire time he was the Chair. One of the officers since then even suggested in 2019 to voters in St Paul’s Ward 6 to vote for Kassim Busuri a DFL candidate there over the Republican running in that Ward who wasn’t endorsed by the City Committee, which exists to endorse Republicans for office at the city level.

Btw this website has never been owned by the SPRCC. It was started up in 2012 to post about Republicans in St Paul. Before SPRCC was Ottertailed in 2014, we used to post events without compensation for them. Like we do now. If there’s a Republican running like Mike Hilborn who is running for the Mayor’s office of St Paul. His website is on our Candidates’ Page now. Just click on the colored hyperlinks.  There was a rumor that someone had stolen a website and that would be a previous City Committee Chair, Scott Walker who used to have a get together each month at O’Gara’s bar. He walked off with that website.  The current City Committee website copied this website then slapped on mngop on the end of it.


This posting was gleaned from the Expensive Stick of a website that is CD4. $800 a year? What a ripoff. They don’t even have the convention on their calendar. It’s funny because in 2015 I actually was nominated from the floor to be Vice Chair and at the time I had 50,000 views of this website then. I said I could do something similar for them and they didn’t vote me in saying WordPress is lousy. Well there’s a lot of Fortune 500 companies, local news outlets Pioneer Press and Alpha News use it.
